Education is one of the safest investments a country can make in its future. To this end, Economic Intelligence (EI) in the definition and implementation of a successful public policy in education, proves to be a huge contribution.

Indeed, good EI-related practices should enable any state to have intelligent information, for good decision-making and for the best results, mainly with regard to the provision of public services. education.

What is Education?

“Education is provided by the family; education is the responsibility of the state, ”said Victor Hugo.

Also, and according to the philosopher John Rawls and the economist Amartya Sen, two great figures of international thought, consider that “education helps to create and increase, in people, self-esteem, to strengthen their autonomy and ensure social cohesion ”.

These quotes from these prodigies of writers imply that much of the education is instilled in the home, while the rest is developed to a lesser extent, in schools, in public places, and even in different professional fields. , both public and private. This would encourage bonding with the group and participation in a civic and patriotic social life.

From another perspective, this term education can take on different meanings and, therefore, embrace different areas, hence the existence of education, in particular, family, preschool, extracurricular and extracurricular, religious and interreligious, citizen and patriotic, cultural and intercultural, physical and artistic. , musical, sports, financial, security, environmental, civic, social and popular.

Except that, in the end, there is only one global approach to understanding education, through the knowledge and practice of good manners, of the customs of society. Therefore, it is enough to respect others in any context: it is civility and good manners.

What is the evaluation of public education policy?

Thanks to the enlightened guidance of His Majesty King Mohammed VI, may God help him, the Letter of Education-Formation was adopted the day after his accession to the glorious Alawite throne, thus conferring on the task of educational reforms the national priority rank. .

At that time, the 2011 Constitution reserved, through its articles 31 and 168, a very special place in education.

Thus, “the state, public establishments and local authorities work to mobilize all available means to facilitate equal access of citizens to the conditions that allow them to enjoy the right …: in modern education, in the education in adherence to the Moroccan identity and to immutable national constants, physical and artistic education. »(Art.31)

This supreme law also established a Higher Council for Education, Training and Scientific Research, a high national authority empowered to “express its opinion on all public policies and on all matters of national interest relating, including others, in education ”. (Art.168)

Something that reflects Morocco’s desire to promote education in its broadest sense and to make it an African and regional model.

Today, structural reforms of the education system have not been undertaken, marked by very tangible positive results, above all, with a maximum schooling rate (100%) or even by an education system that has wonderfully ensured the continuity of school throughout life. this pandemic crisis.

It is true that there is still a long way to go, but the national roadmap, as recently reviewed, has managed to properly identify the contours of a socially viable and economically sustainable model.

A national education policy, to be further perfected

We must inevitably begin to raise awareness and involve parents, legal guardians and teachers, in order to properly fulfill their role as good parents, educators and guardians, through, in particular, the anchoring principles of citizenship, patriotism, loyalty. , ethics and respect.

More explicitly, the success of this policy continues to depend on the effective and profound involvement of all citizens.

It is also important to emphasize that the management of strategic information is a key factor in the success or failure of any state.

Therefore, every nation must have the capacity and the necessary tools to assess trends in education and rates of change in the digital, social, economic and social environment, at the national, continental and global levels, with the aim of ‘anticipate and always stay extremely innovative.

Economic Intelligence therefore appears from the perspective of education, as a real engine of development capable of improving agility, reducing the paralysis of any country, making strategic decisions and, above all, finding innovative operational solutions that make it possible to anticipate and react in a timely manner.

Hence my call on the next government to ensure that its roadmap includes an educational awareness program aimed at the general public and, ideally, built on the basis of “Economic Intelligence”.

The Nations, facing a common problem of education

Whether it is the traditional education system (primary, secondary and higher school and universities) or even adult education, needs are constantly changing as crises multiply day by day.

We have also experienced this long after the development of cyberspace and digital technology where exchanges take place in abundance and where education is internationalized, often devoid of all morality and in the absence of a legal framework, capable of standardize an environment. favorable to education, in its various forms.

It is true that the OECD, the World Bank and UNESCO, as international organizations, issue a number of recommendations in the field of education, but according to analysts who are well versed in this field, these recommendations are outdated. world that tends to obey new rules, marked by a way of public management, in sudden change, infinitely fast and continuous.

Contributions of economic intelligence to promote education

The current legal framework needs to be refined. This would help to promote education adapted to different contexts, reduce the margin of uncertainty in the choice of the most relevant public education policy, enable the election of leaders, strategists and agile, design a successful public policy and, finally, , to put the strategic information at the service of the tactical development of the country.

These are some principles of Economic Intelligence that would undoubtedly allow the promotion of education, in any environment – unpredictable, uncertain and complex – even during this pandemic crisis.

It is specified that the organization of a business intelligence monitoring process does not necessarily require the establishment of a heavy and costly structure in terms of human and financial resources.

Such a device, economic, centralized at the level of the Ministry of National Education, Vocational Training, Higher Education and Scientific Research, would only require the mobilization of a few qualified human resources and the availability of a technological platform adapted to it. purpose.

Morocco, African leader in education

Although the Report on the New Development Model has clearly identified the aspirations of citizens in the field of education, it has also failed to focus on a very important point, namely that of the necessary, effective and vigorous involvement of each individual in the attainment of these aspirations.

However, the Kingdom has managed to build a very diverse and rich landscape in terms of education at the local level, in particular by encouraging public-private partnerships, both domestic and foreign.

Today, his maturity allows him to establish himself as a continental educational pole. This is also the case, where many Africans have pursued and / or are pursuing higher education in Morocco and among them, some have even reached senior administrative and political positions in their respective countries.

In addition, as part of its cultural diplomacy, our country awards hundreds of university scholarships each year to African citizens.

Otherwise, just at the beginning of the year (January 20, 2021), Morocco took the initiative to demand from the African Union an African strategy, capable of ensuring accessibility to education for African populations.

Good luck to the next Government for a stronger promotion of Education, an area that proves to be the main key to the success of different public policies: political, socio-economic, judicial or even security.
