Emmanuel Macron’s Education Program, a copy-paste of LR’s proposals? “The photocopier drooled,” laughs Max Brisson

Earn more, but on the condition that you teach more. Emmanuel Macron presented his re-election program on Thursday, during a river press conference. And as he announced in his Letter to the French, by which he formalized his candidacy for succession on March 3, he intends to make the school one of the principal projects for a second five-year period. Emmanuel Macron is committed to investing 12 million euros in Education and Youth. It intends to establish “a new pact for teachers”, which will be defined at the beginning of its term through a broad national consultation of “all stakeholders”. The aim is to define the framework for increasing teachers’ salaries. Emmanuel Macron, however, indicated that it would be done from “new missions.” Instead of a general increase, as proposed by some presidential candidates such as Anne Hidalgo, the head of state wants to link the increase in salaries to the performance of specific educational missions, such as the replacement of an absent classmate. , participation in extracurricular life or an investment in individualized monitoring of students.

A teaching concept inspired by the business world

Another flagship measure: the strengthening of the autonomy of the establishments, with the possibility that the directors “question the profiles (of teachers) and participate in the decision to hire others. “We are facing the abandonment of the Republican model in favor of an Anglo-Saxon entrepreneurial model,” Pierre Ouzoulias, a communist senator from the Hauts-de-Seine, also vice-chairman of the Culture and Education Committee, told the Senate. and Communication. This elected position aims at establishing an accounting logic determined by profitability factors. “We tend to make the head of the establishment a business leader, because in the end, a leader is made to be a leader,” he said.

Emmanuel Macron also intends to make public the results of the national assessments organized in CP, CE1, 6th and 2nd, by establishments but also by classes, to “see what are the methods of support and teaching practices”, in order to identify and disseminate . “Good practices”. “The publication of the assessments will give parents of students indicators to put the establishments in competition,” continues Pierre Ouzoulias. In his eyes, the measure underlies a “reform of school sectorization that does not say its name,” with a risk of “education.” ghettoization ”. “To publish these results is to implicitly give an assessment to the establishments. And if you notice, it’s to allow families to choose. What will happen is that public schools in difficulty will be abandoned by the most affluent families, in favor of the private sector “, argues this elected official, who also regrets” the absence of measures in terms of social diversity “.

“There’s only one thing left for Emmanuel Macron: to take Senator Max Brisson as Minister of National Education,” Pierre Ouzoulias said ironically. “His program is identical to that of Valérie Pécresse, and everyone knows that Max Brisson is the origin of the educational component. After leaving Jean-Michel Blanquer in office for five years in National Education, it is a pity to see the outgoing president copy the entire copy on the right. In fact, the autonomy of the establishments and the increase in the remuneration of teachers who accept additional assignments are included in the “presidential project” of the former Minister of Higher Education Nicolas Sarkozy. Like the reintegration of mathematics into the common core, also mentioned by Emmanuel Macron on Thursday.

White hat, white hat?

“It’s true that we saw this conference with … a little surprise,” said one of Max Brisson’s collaborators. Senator LR did not hide it, on Thursday afternoon, he was “shocked to see how much Emmanuel Macron used the photocopier”. “But a drooling photocopier,” he insists. He says that if certain measures are similar, the philosophy of the project is not the same. “By giving more autonomy to school principals, Emmanuel Macron runs the risk of corporalizing teachers. We are talking about giving more freedom to all teaching staff “, he added.

Regarding the publication of the results of the national assessments, a measure that is not found in Valérie Pécresse, Max Brisson, like his colleague Pierre Ouzoulias, denounces a risk of “competition of establishments”. “Especially because we know very well that the conditions and the quality of teaching also depend on the environment in which the establishment is located, and on the means made available to the staff. »

In terms of pay, the reduction, on the other hand, is more subtle. “Valérie Pécresse says that teachers are already doing a lot of things that don’t get paid. There is a standardization of remuneration while the trade itself is not uniform. With additional missions, Emmanuel Macron still wants to load the ship. They will be grateful ”, tries to defend the chosen one. And yet, looking closely, in the project of the candidate LR, in line with his campaign site, we can read the following proposal: “Increase the remuneration of teachers at the beginning of their career, those who accept additional missionss, who teach in isolated rural areas or in especially difficult establishments. »

“Their promises are balanced by balance”

It will be understood that Emmanuel Macron’s education program runs the risk of forcing LR into a difficult balance: denouncing a project that, to a large extent, seems like two drops of water to his people. “We will tell the French two very simple things: copying and pasting does not honor the person who does it, and preferring the original to the copy,” sweeps Max Brisson. “There is an important difference: the candidate has been in business for 5 years. In 2017, he was already talking about the transmission of fundamental knowledge and the autonomy of establishments. In 2022, he says the same thing again. This is proof that it has failed, its promises are weighed on the balance sheet “, mocks this ex-inspector general of National Education.

He wants to prove it in the information report he presented at the end of February with his colleagues Annick Billon (centrist) and Marie-Pierre Monier (PS), and which recalls the five years that Jean-Michel Blanquer spent on rue de Grenelle. . A severe assessment, which especially indicates the absence of revaluation of the teaching profession, the rush in the implementation of certain reforms, or the lack of means to support the duplication of classes of large sections in the CE1. “This five-year period was also the year of circulars and vademecum to reduce the autonomy of establishments,” adds Max Brisson, who points out a contradiction with the announcements made on Thursday.

Deepen in the reform of the learning

Last area of education mentioned by Emmanuel Macron on Thursday: the vocational training institute. The candidate wants to extend the apprenticeship reform launched during his first term, in particular by “dereferencing” vocational training that would not be “sufficiently qualified or lead to sustainable jobs.” Here again, Pierre Ouzoulias denounces a neoliberal view that forgets Republican principles. “Let’s move on to a totally utilitarian view of knowledge and knowledge, as we rely on the job market to define what needs to be taught,” he laments. A short-term vision, moreover, because, according to this senator, the disturbances demanded by the energy transition and the decarbonization of our economy suggest a great transformation in the world of work. “We do not know what the professions of tomorrow will be. On the contrary, we should focus on training as broadly as possible, ”he argues.

On this point, Max Brisson criticizes the tenant of the Elysium for “letting the world of work, companies, take control of the paths of professionalism, and not cede any place to the communities, which are the guarantors of the ‘general interest’. In her program, Valérie Pécresse, who defends the confluence of vocational training schools and companies, wants to entrust management to the regions.
